Securing crisis measures with a focus on epidemiological situation

The chosen theme of the bachelor's thesis responded to the currently ongoing SARS- CoV-2 outbreak, which affected most of the world's nations. The aim of the work is to highlight some of the mistakes that have been made while dealing with the crisis associated with the occurrence of this highly contagious virus.
Communication of the Ministry of Health of the Czech Republic during the coronavirus pandemic on Facebook and Instagram

This thesis examines the communication of the Ministry of Health of the Czech Republic on the social networks Facebook and Instagram during the coronavirus pandemic period from 1 March 2020 to 31 July 2021. It is based on the theory of crisis communication, political communication and political marketing communication on social networks. Using quantitative content analysis, the themes, forms, appeals and emotional frames of the analysed content are examined. The results of the analysis show that the communication of the Ministry of Health within the analysed Facebook posts was mostly devoted to the topic of sanitary and anti-epidemic measures, the implementation and relaxation of these measures and vaccination. In the case of the analysed Instagram posts, the Ministry most frequently addressed hygiene and anti-epidemic measures, the level of risk of contagion in the Czech Republic and the publication of relevant information and contacts providing relevant information. Posts without an appeal and emotional framework were the most frequently published.
The creation and enforcement of psychiatric care reform in the Czech republic

The aim of the thesis is to find and describe important moments that led to the enforcement of the psychiatric care reform. This reform was adopted 24 years after the fall of the communism. Until then, all attempts to change the psychiatric care system had failed. This healthcare segment has long been underfinanced and mainly institutional care prevails. Often, aftercare is not ensured, so it is very difficult for a person who is released from care to be involved in normal life. Also, stigmatization of people with mental illness prevails. Here, reform represents a solution to these and many other problems that the current psychiatry has. This research should answer the question why this strategy was successfully enforced and what was behind it. Using the theory of three currents and interviews with important actors, it discusses the various events and circumstances which have been used by the policy promoters to successfully achieve the approval of the reform. It examines the different motives of actors, their function and roles in the creation and promotion of the reform. The causes of enforcement are sought both in the Ministry of Health itself and in the EU or interest organizations outside the traditional institutions. Decision-making practice of the Ministry of Health on administrative delicts under the Act on Pharmaceuticals

Ministry of Health Decision Practice in the area of Administrative Offences according to The Act on Pharmaceuticals Key Words: Medicinal Products, Administrative Offence, Ministry of Health In the first chapter of this master thesis I dealt with the general issue of administrative offences. I also introduced the Act on Pharmaceuticals and explained the fundamental term "a pharmaceutical," which includes medicinal products and active substances. The state administration is provided by State Institute for Drug Control which adjudicates in administrative offences in the first instance, and Ministry of Health that hears appeals against these decisions. In the second chapter, there is interpreted a material law part of the Act on Pharmaceuticals. I also introduced the elements of administrative offences, responsibility for them, sanctions, speciality and subsidiarity, analogy within the administrative sentencing etc. The third chapter is dedicated to procedural matters concerning the Act on Pharmaceuticals. The whole procedure starts with a control of an operator. Actors in the transformation process of hospitals into joint stock companies in the Slovak Republic (2010-2011)

This thesis is focused on the transformation of hospitals into joint stock companies from 2010 to the end of 2011. It is primarily aimed at actors, their actions, positions, attitudes and interests in this process. Furthermore, it is concerned with the question of the public vs. private interests in terms of health protection, ensuring the availability and quality of healthcare. The transformation process of hospitals and the position of actors is explained by the combination of economic and public policy theory - neoliberalism, economic globalization, New Public Management and Advocacy Coalition Framework. We explain actions, attitudes and interests of actors in the transformation process of hospitals by using research methods such as an analysis of selected events in health care and research of actors' actions. These research methods are based on different methods of data collecting such as semi-structured and informal interviews, a questionnaire survey and the study of secondary sources. The main aim of this thesis is an analysis of the transformation process of hospitals into joint stock companies in context of selected events in health policy, with a focus on research of actors' actions, attitudes and interests in this process. Medical Tourism in the Czech Republic and Possible Involvement of Ministry of Health in its Support

The goal of this master thesis is to analyze issues connected to medical tourism, to show, how the Czech Republic could benefit from supporting this niche and imply whether this support is worth it. Bearing this in mind, I suggest a plan of medical tourism support, which could be implemented by the Czech Ministry of Health. In the theoretical part, the term medical tourism is defined and it is determined what implications medical tourism might have for both source and destination countries. The legal framework on medical tourism is described and I mention reasons why it should be the Ministry of Health's responsibility to support the segment. The analytical part describes and analyzes in depth the current state of medical tourism in the Czech Republic. A research on the hospitals' position on medical tourism has been carried out. Furthermore, a questionnaire had been sent to embassies of the Czech Republic around the world. Based on discoveries made in the analytical part, I conclude that although medical tourism in the Czech Republic has certain potential, this potential has its limits. The main limit might be that public hospitals have little motivation to seek for revenues outside of subsidies. In accordance with the aforementioned, I suggest a plan on medical tourism support for the Ministry of Health and a budget of its implementation is also established. Analysis of costs on HIV positive´s treatment

Virus HIV was first diagnosed in 1986 in the Czech Republic. Since then, over a one thousand of people have been infected. The treatment of such patients is very expensive owing to high prices of medicaments. These are influenced especially by high costs of the development of new drugs. The question of financing the costs of treatment of infected people is becoming more and more up-to-date as their number increases every year. In my thesis, I analyse the contemporary situation in terms of the number of patients and costs expended annually on their treatment, as wells as on prevention against the contagion. Further, I focus on concrete ways of treatment in relation to their financial severity and effectiveness. A part of work is also the quantification of public and private sources of financing of the HIV positive treatment. Finally, I attempt to predict the growth of costs associated with the expected rise of the number of diseased and its impact on the health system. The paper will also contain an international comparison.
